We Have Two Congressmen

CONGRESS, QUEZON CITY – With the recent proclamation of Attorney  Domingo Espina as sectoral representative we now have two congressmen from Southern Leyte.. For after an agonizing 33 months of waiting, the former mayor of Libagaon and current President of the Coconut Federation of the Philippines (COCOFED), was finally proclaimed by the COMELEC as the sectoral representative of the coconut industry.

The decision which Espina told the Southern Leyte Times was “a Consuelo de Bobo” and came too late since his term would end just five months from now. 

Congressman Espina should have been proclaimed over a year ago, when the Supreme Court ruled, that 20 percent of the lower house must be filled by sectoral reoresentatives. This meant 50 representative must come from this sector and Espina had the 50th biggest number of votes. But COMELEC disagreed, and kept delaying the inevitable, and  implemented the high court’s ruling only last Thursday.

Despite Espina’s proclamation his political critics from Libagon, insist the oath taking never took place and have accused SLT (through the internet) of misinforming the people.(By Ruevivar M. Reyes)

Among those who attended Representative Espina’s oath taking were Congressman Roger G. Mercado, Speaker Prospero Nograles, Majority Floor Leader and Secretary General of the House of Representatives Marlyn Yap.
